It is good practice when travelling to be cautious about where the water or ice comes from. Many travellers to be on the safe side ask not to have ice in their drinks. The ice should be safe to consume in Puerto Escondido since all reputable food or drink vendors will buy natural ice from their same natural water suppliers. 

It is rare to get sick from eating a Popsicle purchased from a street vendor. Although the Popsicles are inexpensive, they will normally be made from natural water so should be safe to eat. The people who sell ice-creams also use natural water and ingredients so should be safe eating ice-creams from street vendors.
